City Agency Hearings + Mandelman Legislation

The BOS Land Use and Transportation Committee will meet Monday, October 29, 1:30 p.m., in City Hall, room 250. See agenda here.

The Board of Supervisors will meet Tuesday, October 30, 2 p.m., in City Hall, room 250. See agenda here.

The Transportation Authority – Vision Zero Committee will meet Wednesday, October 31, 8:35 a.m., in City Hall, room 263. See general link to agendas here. (No agenda was available for me to review)

The BOS Budget and Finance Committee will meet Thursday, November 1, 10 a.m., in City hall, room 250. See agenda here.

The Transportation Authority will meet Thursday, November 1, 10:30 a.m., in City hall, room 263. See agenda here. (No agenda was available for me to review).

SFMTA’s Informational Presentation on the proposed 1979 Mission Street Mixed-Use Project will happen Thursday, November 1, 1 p.m., in City Hall, room 400 AND at 4 p.m., at Mission High School, 3750 18th St See agenda here.

The Recreation and Park Commission Operations Committee meeting will happen  Thursday, November 1, 2 p.m., in City Hall, room 416. Some day an agenda will be posted here.

The SFMTA Citizens Advisory Council will meet Thursday, November 1, 5:30 p.m., at 1 S. Van Ness Ave., 7th fl. See agenda and supporting documents here.

The SFMTA Engineering Public Hearing will happen Friday, November 2, 1 p.m., in City Hall, room 416. See agenda here.

    Resolution endorsing the Bay Area Air Quality Management District’s Diesel Free By ’33 Statement of Purpose to establish a goal to cut diesel use to zero by the end of 2033. 9/25/18; RECEIVED AND ASSIGNED to the Land Use and Transportation Committee.

 

  • 10. 181014 [Urging Support of State Water Board Proposed Updates to the 2006 Bay-Delta Plan] Sponsors: Peskin; Mandelman, Kim and Brown Resolution urging support of State Water Board proposed updates to the 2006 Bay-Delta Plan. 10/16/18; RECEIVED AND ASSIGNED to the Land Use and Transportation Committee. 10/19/18; REFERRED TO DEPARTMENT. 10/22/18; CONTINUED. The Chair intends to entertain a motion to refer this item to the full Board as a Committee Report for consideration on October 30, 2018.

The following legislation is submitted under the “30-Day Rule,” meaning it must be proposed 30 days before any hearing.  The 30-Day Rule legislation is reserved for proposals that would “create or revise major city policy.” 

  • 181026 [Public Works Code – Temporary Mobile Caterer Permit] Sponsor: Mandelman
    Ordinance amending the Public Works Code to create a Temporary Mobile Caterer permit for restaurants that cannot operate during mandatory seismic retrofits of their buildings. 10/23/18; ASSIGNED UNDER 30 DAY RULE to the Land Use and Transportation Committee

  • 4. 180756 [Various Codes – Authority to Require New or Upgraded Fire Safety Systems in Multi-Unit Residential Buildings with Recurring or Continuing Fire Hazards] Sponsors: Ronen; Mandelman, Fewer, Safai and Yee
    Ordinance amending the Building, Housing, Fire, and Administrative Codes to authorize the Building and Fire Departments to require the installation of a new fire safety system or the improvement or upgrade of an existing system to current code requirements in a residential building of three or more dwelling units to remedy recurring or continuing fire hazards that substantially endanger the health and safety of the residents or the general public; amending the Rent Ordinance to prohibit landlords from increasing rents to cover the costs of compliance; affirming the Planning Department’s determination under the California Environmental Quality Act; making findings under the California Health and Safety Code; and directing the Clerk of the Board to forward this Ordinance to the California Building Standards Commission upon final passage. 10/23/2018; PASSED ON FIRST READING. Question: Shall this Ordinance be FINALLY PASSED?

 

  • 17. 180945 [Accept and Expend Grant – National HIV Behavioral Surveillance – San Francisco – Bio-Behavioral Surveillance Activities – $1,025,539] Sponsors: Mandelman; Cohen
    Resolution retroactively authorizing the Department of Public Health to accept and expend a grant increase of $466,606 for a total amount of $1,025,539 from Centers for Disease Control and Prevention to participate in a program, entitled “National HIV Behavioral Surveillance – San Francisco,” to continue ongoing bio-behavioral surveillance activities among populations at high risk for HIV infection for the period of January 1, 2018, through December 31, 2018. Question: Shall this Resolution be ADOPTED?

 

  • 24. 181041 [Police and Health Codes – Regulation of Cannabis Businesses] Sponsors: Mayor; Mandelman and Cohen
    Ordinance amending the Police Code to extend by one year the possible duration of a Temporary Cannabis Business Permit; and amending the Health Code to increase, from 90 days to 120 days, the time period that the Director of the Office of Cannabis may extend a medical cannabis dispensary’s authorization to Sell Adult Use Cannabis, and extending by one year to December 31, 2019 the date on which Article 33 (Medical Cannabis Act) expires. Question: Shall this Ordinance be PASSED ON FIRST READING?
