City Agency Hearings — Package Theft Edition!

Some of the most interesting items this week are down under Mandelman Legislation: a proposed pilot program to provide parking for the “vehicular homeless;” a proposal to allow certain non-profits the “first right to purchase” multi-unit buildings, and a hearing on package theft and home burglaries on Friday. The BOS Rules Committee will meet Monday, April 22, 10:00 a.m., in City Hall, room 263. Agenda

The BOS Land Use and Transportation Committee will meet Monday, April 22, 1:30 p.m., in City Hall, room 250. Agenda

The Transportation Authority Board will meet Tuesday, April 23, 10 a.m., in City Hall, room 250. Agenda

  • 6 [Final Approval] Allocate $1,384,671 in Prop K Sales Tax Funds, with Conditions, for Five Requests – ACTION* Projects: (SFMTA) Fulton Street Safety Project [NTIP Capital] ($82,521), Frederick/ Clayton Traffic Calming [NTIP Capital] ($175,000), The Embarcadero Enhancement Project ($550,000), Fisherman’s Wharf/Pier 39 Complete Street Improvements ($175,000) and Elk Street at Sussex Street Pedestrian Safety Improvements [NTIP Capital] ($385,150)
  • They will also get an update on the Van Ness BRT and Central Subway progress

  • Order No. 200920 Public hearing for administrative review of notice of violation 11411. The violation is for no street space permit, article 15, section 724(a) at 401 30th St.

MANDELMAN LEGISLATION

The BOS Rules Committee will meet Monday, April 22, 10:00 a.m., in City Hall, room 263. Agenda

  • 190389 [Administrative Code – Castro Lesbian, Gay, Bisexual, Transgender, and Queer (LGBTQ) Cultural District] Sponsor: Mandelman
    Ordinance amending the Administrative Code to establish the Castro Lesbian, Gay, Bisexual, Transgender, and Queer (LGBTQ) Cultural District in and around the Castro neighborhood; to require the Mayor’s Office of Housing and Community Development to submit written reports and recommendations to the Board of Supervisors and the Mayor describing the cultural attributes of the District and proposing strategies to acknowledge and preserve the cultural legacy of the District; and affirming the Planning Department’s determination under the California Environmental Quality Act. 4/9/19; ASSIGNED UNDER 30 DAY RULE to the Rules Committee. 4/16/19; REFERRED TO DEPARTMENT.

  • 2. 181212 [Administrative, Business and Tax Regulations Codes – Nonprofit Organizations’ First-Right-to-Purchase Multi-Family Residential Buildings] Sponsors: Fewer; Ronen, Haney, Mar, Walton, Safai, Peskin, Mandelman, Brown, Yee and Stefani
    Ordinance amending the Administrative Code to confer upon certain nonprofit organizations a first-right-to-purchase, consisting of both a right of first offer and a right of first refusal, over all multi-family residential buildings (and related construction sites and vacant lots) in the City, for the purpose of creating and preserving rent-restricted affordable rental housing, and to establish related procedures for the selection of such nonprofits, the preservation of rent-restricted affordable housing, and other implementation and enforcement; amending the Business and Tax Regulations Code to exempt rent-restricted affordable housing created under this ordinance from increased rates of transfer tax; and affirming the Planning Department’s determination under the California Environmental Quality Act. 04/16/2019; PASSED ON FIRST READING. Question: Shall this Ordinance be FINALLY PASSED?

 

  • 11. 190141 [Administrative Code – Programs for the Vehicular Homeless] Sponsors: Brown; Safai, Fewer, Stefani, Mandelman, Haney, Mar, Ronen and Walton
    Ordinance amending the Administrative Code to require the Department of Homelessness and Supportive Housing (“HSH”) to establish a Safe Overnight Parking Pilot Program to provide eligible vehicularly homeless persons a place to park and sleep in their vehicles overnight, case management, and other services; require HSH to collaborate with the Municipal Transportation Agency (“MTA”) to develop an On-Street Parking Citation and Tow- and-Storage-Fee Abatement Program to provide eligible vehicularly homeless persons with waivers of parking fines and fees; and affirming the Planning Department’s determination under the California Environmental Quality Act. Question: Shall this Ordinance be PASSED ON FIRST READING?

 

  • 16. 190221 [Supporting California State Assembly Bill No. 362 (Eggman, Wiener, Friedman) – Three-Year Pilot Program for Supervised Drug Consumption] Sponsors: Haney; Walton, Ronen, Brown and Mandelman
    Resolution supporting California State Assembly Bill No. 362, introduced by Assembly Member Susan Eggman, authored by Senator Scott Wiener and co-authored by Assembly Member Laura Friedman, creating a three-year pilot program allowing San Francisco to implement an overdose prevention program through the operation of overdose prevention sites. Question: Shall this Resolution be ADOPTED?

 

  • 29. 190423 [Supporting House Resolution No. 233 – Condemning Duterte’s Drug War – Urging Congressional Hearing] Sponsors: Haney; Fewer, Mar, Mandelman, Peskin and Yee
    Resolution supporting United States House Resolution No. 233, authored by Congresswoman Jackie Speier, condemning the Government of the Philippines for its role in state-sanctioned extrajudicial killings by police and for its continued detention of Senator Leila de Lima, condemning the Philippine President Rodrigo Duterte’s drug war that has taken the lives of over 29,000 Filipinos, and urging San Francisco’s Federal representatives to support a congressional hearing on the consequences of U.S. tax dollars being used to fund these activities, and advocating for the U.S. to cut aid to the Duterte regime. 04/16/2019; REFERRED FOR ADOPTION WITHOUT COMMITTEE REFERENCE AGENDA AT THE NEXT BOARD MEETING.
