City Agency Hearings + Sheehy Legislation

The SFMTA Operations & Customer Service Committee will meet Tuesday, June 12, 3:30 p.m., at 1 South Van Ness Avenue, Noe Valley conference room. See agenda here.

The Board of Supervisors will meet Tuesday, June 12, 2 p.m., in City Hall, room 250. See agenda here.

The SFMTA Pedestrian Safety Advisory Committee will meet Tuesday, June 12, 6 p.m., in City Hall, room 400. See agenda here.

There’s been a lot of chatter on ND about parking on/over sidewalks, and I see there is an agenda item about it:

  • 11) Sidewalk Parking Resolution (Action Item) a) Jon Winston.
    Editor’s note: Mr. Winston was kind enough to send us a draft of the resolution, which is subject to change. Click here to read.

The Board of Appeals will meet Wednesday, June 13, 5 p.m., in City Hall, room 416. See agenda here.

The Planning Commission will meet Thursday, June 14, 1 p.m., in City Hall, room 400. See agenda here.

The SFMTA Interdepartmental Staff Committee on Traffic and Transportation for Temporary Street Closures (ISCOTT) will meet Thursday, June 14, 9 a.m., at 1 South Van Ness Ave., room 7080. See agenda here. 

The SFMTA Engineering Public Hearing will happen Friday, June 15, 10 a.m., in City Hall, room

  • It looks like the parallel parking that used to happen on Guerrero is moving over to Dolores Street, but nothing of GP note here.

SHEEHY LEGISLATION

The BOS Rules Committee will meet Monday, June 11, 10 a.m., in City Hall, room 250. See agenda here.

The following legislation is submitted under the “30-Day Rule,” meaning it must be proposed 30 days before any hearing.  The 30-Day Rule legislation is reserved for proposals that would “create or revise major city policy.” 

  • 180545 [Charter Amendment – Privacy First Policy] Sponsors: Peskin; Yee, Ronen, Kim, Sheehy and Fewer
    Charter Amendment (First Draft) to amend the Charter of the City and County of San Francisco to adopt a Privacy First Policy; at an election to be held on November 6, 2018. 5/22/18; ASSIGNED UNDER 30 DAY RULE to the Rules Committee. 5/30/18; REFERRED TO DEPARTMENT. 6/1/18; RESPONSE RECEIVED.

  • 180517 [Summary Street Vacation – Portion of Burnett Avenue North] Sponsor: Sheehy
    Ordinance ordering the summary street vacation of a portion of Burnett Avenue North, generally bounded by Assessor’s Parcel Block No. 2719C, Assessor’s Parcel Block No. 2745, and Burnett Avenue, subject to specified conditions; affirming the Planning Department’s determination under the California Environmental Quality Act; adopting findings of consistency with the General Plan, and eight priority policies of Planning Code, Section 101.1; and authorizing official acts taken in connection with this Ordinance, as defined herein. 5/15/18; ASSIGNED UNDER 30 DAY RULE to the Land Use and Transportation Committee.

  • 8. 180462 [General Obligation Bonds – Seawall and Other Critical Infrastructure – $425,000,000] Sponsors: Mayor; Breed, Cohen, Kim, Peskin and Sheehy
    Resolution determining and declaring that the public interest and necessity demand the construction, reconstruction, acquisition, improvement, demolition, seismic strengthening, and repair of the Embarcadero Seawall and other critical infrastructure and the payment of related costs necessary or convenient for the foregoing purposes; finding that the estimated cost of $425,000,000 for such improvements is and will be too great to be paid out of the ordinary annual income and revenue of the City and County and will require incurring bonded indebtedness; affirming the Planning Department’s determination under the California Environmental Quality Act; finding the proposed bond is in conformity with the General Plan, and the eight priority policies of Planning Code, Section 101.1(b); and waiving the time limits set forth in Administrative Code, Section 2.34. (Fiscal Impact) Question: Shall this Resolution be ADOPTED?

 

  • 9. 180461 [Amended Ten-Year Capital Expenditure Plan-FYs 2018-2027 – Increase Proposed Seawall Bond to $425,000,000] Sponsors: Mayor; Breed, Cohen, Kim, Peskin and Sheehy
    Resolution amending the City’s ten-year capital expenditure plan for FYs 2018-2027 to increase the proposed Seawall Bond from $350,000,000 to $425,000,000 to fund Phase 1 of the Seawall Program. (Fiscal Impact) Question: Shall this Resolution be ADOPTED?

 

  • 10. 180454 [General Obligation Bond Election – Seawall and Other Critical Infrastructure – $425,000,000] Sponsors: Mayor; Breed, Cohen, Kim, Peskin, Sheehy and Yee
    Ordinance calling and providing for a special election to be held in the City and County of San Francisco on Tuesday, November 6, 2018, for the purpose of submitting to San Francisco voters a proposition to incur the following bonded debt of the City and County: $425,000,000 to finance the construction, reconstruction, acquisition, improvement, demolition, seismic strengthening and repair of the Embarcadero Seawall and other critical infrastructure, and related costs necessary or convenient for the foregoing purposes; authorizing landlords to pass-through 50% of the resulting property tax increase to residential tenants in accordance with Administrative Code, Chapter 37; finding that the estimated cost of such proposed project is and will be too great to be paid out of the ordinary annual income and revenue of the City and County and will require expenditures greater than the amount allowed therefor by the annual tax levy; reciting the estimated cost of such proposed project; fixing the date of election and the manner of holding such election and the procedure for voting for or against the proposition; fixing the maximum rate of interest on such bonds and providing for the levy and collection of taxes to pay both principal and interest; prescribing notice to be given of such election; affirming the Planning Department’s determination under the California Environmental Quality Act, and finding that the proposed bond is in conformity with the eight priority policies of Planning Code, Section 101.1(b), and with the General Plan; consolidating the special election with the general election; establishing the election precincts, voting places, and officers for the election; waiving the word limitation on ballot propositions imposed by Municipal Elections Code, Section 510; complying with the restrictions on the use of bond proceeds specified in California Government Code, Section 53410; incorporating the provisions regarding the Citizens’ Bond Oversight Committee in Administrative Code, Sections 5.30-5.36; and waiving the time requirements specified in Administrative Code, Section 2.34. (Economic Impact) Question: Shall this Ordinance be PASSED ON FIRST READING?

 

  • 15. 180625 [Opposing Proposed California Ballot Measure – Expanding Requirement for Supermajority Approval to Enact New Revenue Measures] Sponsors: Ronen; Fewer, Sheehy and Cohen
    Resolution opposing the proposed California state ballot measure expanding the requirement for supermajority approval to enact new revenue measures. 06/05/2018; REFERRED FOR ADOPTION WITHOUT COMMITTEE REFERENCE AGENDA AT THE NEXT BOARD MEETING. Question: Shall this Resolution be ADOPTED?

    Ordinance amending the Environment Code to prohibit the sale or use in the City of single use food service ware made with fluorinated chemicals and certain items made with plastic; requiring that food service ware accessories be provided only on request or at self-service stations; requiring reusable beverage cups at events on City property; removing waiver provisions; setting operative dates; and affirming the Planning Department’s determination under the California Environmental Quality Act. 5/15/18; ASSIGNED UNDER 30 DAY RULE to the Public Safety and Neighborhood Services Committee. 5/22/18; REFERRED TO DEPARTMENT. 6/1/18; REFERRED TO DEPARTMENT.
