City Agency Hearings + Sheehy Legislation

Here is your weekly roundup of upcoming hearings with Glen Park-related items, followed by legislation proposed by our District 8 Supervisor Jeff Sheehy* that will be heard next week:

Planning Department Zoning Variance Hearing, Wednesday, July 26, 9:30 a.m., City Hall, room 408. See supporting documents here.

  • 015-008473VAR     (SYLVIA JIMENEZ)
    531 – 30TH STREET, Lot 020 in Assessor’s Block 6651 in a RH-2 (Residential House, Two Family) Zoning District and a 40-X Height and Bulk District.

REAR YARD VARIANCE SOUGHT: The proposal is to construct an approximately 640 gross square foot vertical addition above the existing nonconforming building.
SECTION 134 OF THE PLANNING CODE requires a rear yard of 56 feet 3 inches in depth. The project proposes to construct a vertical addition above the existing nonconforming building that is wholly within the required rear yard (within 3 feet 6 inches of the rear property line). Therefore, a variance is required.
ARCHITECTURAL PLANS:

SHEEHY LEGISLATION

The Board of Supervisors meets Tuesday, July 25, 2 p.m., City Hall, room 250. See full agenda here.

  • 170693 [Planning Code – Child Care Facilities] Sponsors: Yee; Tang, Ronen, Farrell, Safai, Kim and Sheehy

Ordinance amending the Planning Code to allow residential uses and Child Care Facility uses to share required open space; make Child Care Facilities principally permitted in all zoning districts except the Production, Distribution, and Repair (Light Industrial Buffer) (PDR-1-B), Production, Distribution, and Repair (General) (PDR-1-G), and Industrial (Light Industrial) (M-1) zoning districts where they would be conditionally permitted, and in the Production, Distribution, and Repair (Core Production, Distribution, and Repair) (PDR-2), and Industrial (Heavy Industrial) (M-2) zoning districts where they would not be permitted; remove certain notice requirements for Child Care Facilities; make other conforming changes to references to the definition of Child Care Facility; affirming the Planning Department’s determination under the California Environmental Quality Act; and making findings of consistency with the General Plan, and the eight priority policies of Planning Code, Section 101.1.   • 170275 [Administrative Code – Establishing an Office of Cannabis and Extending the Term of the Cannabis State Legalization Task Force] Sponsors: Sheehy; Cohen Ordinance amending the Administrative Code to establish an Office of Cannabis; to authorize the Director of the Office of Cannabis to issue permits to cannabis-related businesses; to direct the Director of the Office of Cannabis to collect permit application and annual license fees following the enactment of a subsequent ordinance establishing the amounts of those fees; and to extend the term of the Cannabis State Legalization Task Force. (Fiscal Impact)

  • 170209 [Police Code – Bicycle Chop Shops] Sponsor: Sheehy Ordinance amending the Police Code to prohibit the assembly, disassembly, sale, offer of sale, distribution, or offer of distribution on public property or public rights-of-way of bicycles and bicycle parts, under certain conditions and with certain exceptions; authorize the Police Department (SFPD) to seize bicycles and bicycle parts following violations of this prohibition; and require SFPD to return seized items to their rightful owners without charging any fees, except that SFPD may charge an impound fee if the rightful owner consented to or participated in the acts that led to the seizure.

(Supervisor Peskin dissented in committee.)

  • 170712 [Accept and Expend Grant – San Franciscans for Sports and Recreation – Citywide Tennis Court Resurfacing Grant – $864,000] Sponsor: Sheehy Resolution retroactively authorizing the Recreation and Park Department to accept and expend a grant of up to $864,000 from San Franciscans for Sports and Recreation to resurface up to 24 tennis courts in locations throughout the City for the project term of July 1, 2017, through October 30, 2020.

  • 170841 [Condemning Increase of Anti-Semitic Harassment] Sponsors: Ronen; Kim, Peskin, Farrell, Cohen, Safai, Sheehy, Breed, Tang, Yee and Fewer

Resolution condemning the increase in incidents of anti-Semitism and other forms of bias, prejudice, and discrimination.

  • 170842 [Year of Recognizing Youth Experiencing Homelessness in San Francisco – FY2017-2018] Sponsor: Sheehy

Resolution declaring FY2017-2018 as the year of recognizing youth experiencing homelessness in the City and County of San Francisco, supporting the plan to end youth homelessness, and urging the Department of Public Health and the Department of Homelessness and Supportive Housing to allocate resources for homeless youth and transitional age youth populations proportional to their representation among the homeless population in San Francisco.

  • 170455 [Hearing – LGBTQ Cultural Heritage Strategy] Sponsor: Sheehy Hearing to receive and update from the LGBTQ Nightlife and Culture Working Group as required through Resolution No. 446-16; and requesting the Planning Department to report.

  • 170763 [Environment Code – Antibiotic Use in Food Animals] Sponsor: Sheehy Ordinance amending the Environment Code to require certain retailers of raw meat and poultry to report the use of antibiotics in such products to the Department of the Environment, and require City departments to report the use of antibiotics in raw meat and poultry purchased by the City to the Department of the Environment.

*We started adding Sheehy legislation last week but left out the regular Board of Supervisors meeting itself. Doh! (It’s in a slightly different place than the committee hearing notices.) Saturday’s Glen Park Greenway Work Party is Cancelled.

“I’m very sorry to say that
we have cancelled our Work Party for this Saturday July 12, along with all organized volunteer activity on the Greenway until further notice.
As you may have read in the news, our fiscal sponsor, San Francisco Parks Alliance (SFPA), has shut itself down. Just as SFPA has shut itself down, the Greenway, as an organized part of SFPA, has also been “shut down.” We are busy looking for a suitable alternative fiscal sponsor that is willing to replace SFPA. That search is going well but it is a slow process. We had hoped to find temporary ways to enable the Greenway project to function responsibly as a community activity without a fiscal sponsor. Sadly, despite our best efforts and the help of many others in Glen Park, we have failed. That is why we must cancel our Saturday Work Party and discontinue future work parties and other organized volunteer activity on the Greenway (like weeding and watering) until further notice. We recognize that the Greenway is public open space and that the organizers of the Greenway project have no control over the activities of you or of anyone else on the Greenway. However, if you do venture onto the Greenway to satisfy your urge for outdoor recreation, please be aware that your activity is not in any way organized or sanctioned by the organizers of the Glen Park Greenway project. I’m well aware of the efforts that many of the
Greenway’s supporters are making to get the Greenway organized with a new fiscal sponsor and I’m confident that this will be arranged within weeks or perhaps a few months.
However long it takes, I will contact you with news of our progress.
Many thanks for all that you do for the Greenway.”

Wonder what’s stopping just organizing it separate from that non-profit. It seems like the volunteers largely come from Glen Park.
