City Agency Hearings

Faithful readers: CAH has been incomplete the last few weeks and is again today because I’ve started working full time and cannot juggle in my volunteer responsibilities yet. I have high hopes I’ll eventually figure it all out, but for now you should know that it may not come, and when it does come, it is sometimes incomplete. I want to thank my fellow nerds who read it!

 

The BOS Rules Committee will meet Monday, October 21, 11:00 a.m., in City Hall, room 263. Agenda

The BOS Land Use and Transportation Committee will meet Monday, October 21, 1:30 p.m., in City Hall, room 250. Agenda

The SFMTA Policy and Governance Committee will meet Tuesday, October 22, 10 a.m., at 1 S. Van Ness Ave., 7th floor. Agenda and supporting materials here.

    Ordinance amending the Environment Code to require new construction and major renovations of municipal buildings to exclude natural gas and include exclusively all-electric energy sources; and affirming the Planning Department’s determination under the California Environmental Quality Act.   • [Green Building Code – Energy Performance in Newly Constructed Buildings] Sponsor: Mandelman

  • 190793 [Environment, Police Codes – Electric Vehicle Charging in Commercial Parking] Sponsors: Mayor; Peskin, Mandelman, Safai, Brown and Ronen
    Ordinance amending the Environment Code to require commercial parking lots and garages with more than 100 parking spaces to install electric vehicle charging equipment; amending the Police Code to add compliance with the new requirement as a condition of existing as well as future permits for commercial parking lots and garages; and affirming the Planning Department’s determination under the California Environmental Quality Act. 10/08/2019; PASSED ON FIRST READING. Question: Shall this Ordinance be FINALLY PASSED?

 

  • [Administrative Code – Compliance with Right to Return for Temporarily Displaced Tenants] Sponsors: Peskin; Brown, Walton and Mandelman
    Ordinance amending the Administrative Code to clarify that temporary evictions for capital improvements are intended to cover work that would make the unit hazardous, unhealthy, and/or uninhabitable, and are intended to last for the minimum amount of time required to complete the work; modify the standards that the Rent Board must consider when reviewing a request to authorize a temporary eviction for capital improvements to last more than three months; establish procedures for the landlord to inform the displaced tenant of the tenant’s right to reoccupy the unit upon completion of the work; and establish that a landlord’s failure to timely allow the tenant to reoccupy the unit may create a rebuttable presumption that the tenancy has been terminated by the landlord rather than by the tenant. 10/08/2019; PASSED ON FIRST READING.     Resolution authorizing the Department of Public Health to submit a one-year application for Calendar Year 2020 to continue to receive funding for the Integrated HIV Surveillance and Prevention Programs for Health Departments from the Centers of Disease Control and Prevention, and requesting $7,008,377 in HIV prevention funding for San Francisco from January 1, 2020, through December 31, 2020. (Public Health Department) Question: Shall this Resolution be ADOPTED? 11. 190976 [Apply for Grant Application – Health Resources Services Administration – Ryan White Act HIV/AIDS Emergency Relief Grant Program – $16,126,350] Sponsors: Mayor; Mandelman Resolution authorizing the Department of Public Health to submit an application to continue to receive funding for the Ryan White Act HIV/AIDS Emergency Relief Grant Program from the Health Resources Service Administration; and requesting $16,126,350 in HIV Emergency Relief Program funding for the San Francisco Eligible Metropolitan Area for the period of March 1, 2020, through February 28, 2021.     Ordinance amending the Police Code to require that cannabis retailers at permitted events hold Cannabis Business Permits issued by the City, that applicants for Cannabis Event Permits identify the retailers that will be selling cannabis goods at such events and affirm that said retailers hold City-issued Cannabis Business Permits, and that recipients of Cannabis Event Permits take steps to reasonably ensure that only said retailers will sell cannabis goods at such events; to provide that a material false statement made in connection with an application for a Cannabis Event Permit may be subject to administrative penalty, cause for denial of a pending or future application for a Cannabis Business Permit, and cause for suspension or revocation of an existing Cannabis Business Permit; and affirming the Planning Department’s determination under the California Environmental Quality Act. 7/9/19; ASSIGNED UNDER 30 DAY RULE to the Public Safety and Neighborhood Services Committee. 7/17/19; REFERRED TO DEPARTMENT. 7/25/19; RESPONSE RECEIVED. 9/23/19; RESPONSE RECEIVED.
